Special Research Unit Network of Protected Areas (RAP, for its acronym in Spanish)

The Network of Protected Areas of the University of Costa Rica (RAP) was created by the University Council in session N° 5628 of May 8th, 2012. In 2014, the Rectory assigned professional and administrative staff to this unit.

It is a special unit attached to the Vice Rector’s office for Research of the University of Costa Rica. It has a multidisciplinary nature, dedicated to the protection of the natural reserve areas of the UCR or administered by agreements, which protect diverse natural resources for national and institutional convenience.

The RAP consists of the lands dedicated to the conservation attached to it. This assignment was formalized by agreement of the Advisory Council of the Network, based on an explicit request from the respective collegiate body of the academic or research unit that manages each protected area.

It is integrated by the Director, who is in charge of coordinating the activities of the Network, by an Advisory Council, which is responsible for establishing the general guidelines, by a Consultative Council that provides opportunities for analysis, reflection, evaluation and continuous improvement of the RAP, and by support staff necessary for administrative functions.


The Advisory Council of the RAP is made up of the Director of the Network and the Directors or representatives of those academic units that have protected areas attached to them. The Director of the Network chairs the Advisory Council.

It is made up of those responsible of the Protected Areas attached to the Network.


  • To protect in perpetuity the territories and natural resources that make up the diverse protected areas of the RAP to guarantee their conservation and use in the substantive activities of teaching, research, and social action.
  • To encourage the ecological and social value of small forest reserves in the university and national community in terms of academic benefits, environmental health, and recognition of their importance.
  • To promote integrated development of the natural resources in the areas of the RAP through appropriate management to ensure the conservation, the improvement of the environment, and the well-being of the community
  • To contribute to the development of university protected areas through the elaboration and execution of management and operational plans in coordination and in conjunction with the respective units
  • To ensure compliance with environmental regulations in the university protected areas
  • To ensure the financial, technical, instrumental and infrastructure resources required for the good management and administration of the protected areas of the RAP


  • To serve as a link with other university and external dependencies
  • To organize and coordinate activities that contribute to the improvement of protected areas
  • To promote the assignment of all university areas with conservation potential to the Network
  • To ensure that the areas of the university attached to the RAP have a Management Plan and an Operational one that includes, among other aspects, the category of management, the required territorial formalization, and the georeferenced delimitation
  • To handle complaints of threats to the integrity of the areas that make up the RAP and raise them diligently to the relevant higher instances
  • To encourage and coordinate the execution of support activities in conservation, research, teaching and social action
